The plucky township of Rabaul lives under constant threat of destruction, thanks to its proximity to Tavurvur, a permanently smoking and very much active volcano. Twice obliterated, in 1937 and 1994 (although well-honed evacuation drills helped the vast majority of the population survive the latter), Rabual clings on regardless, maintaining a bustling market and waterfront. Few tourists may wish to brave the volcano's wrath, but the reward is a spectacular harbor, sweeping round in a wide curve, with excellent diving and snorkeling sites nearby. During World War II the town was occupied by the Japanese, whose legacy remains an elaborate warren of caves and tunnels, as well as many aircraft wrecks and sunken submarines.
